STEPHENVILLE (July 24, 2015) — One man is behind bars and two others are injured this morning after a tragic accident on South Lillian late Thursday night.

While not all the details of what led up to the incident are available this early in the investigation, this much is clear – Lupita Govea, 19 of Lingleville, and another victim were hit by a white Mercedes driven by Dustin “Dusty” Brian Bulman, 25. Govea was taken by CareFlite out of Hood County to a Fort Worth hospital where family members report she is in critical, but stable condition Friday morning.

According to Stephenville Police Assistant Chief Jason Halsey, at approximately 11 p.m., Stephenville PD officers, Stephenville Fire and Stephenville EMS were dispatched to the 700 block of South Lillian Street in reference to a report of a vehicle accident involving a person being run over. Scanner traffic from the time of the incident indicated the woman who was run over had a severed leg, however, Halsey said he did not have that kind of information avaliable Friday morning.

Halsey said two patients were transported to Texas Health Harris Methodist Hospital in Stephenville. One of them was Bulman, who was treated and released to law enforcement officers. Bulman was arrested and booked into the Erath County Jail on two counts of intoxication assault. He has two previous charges for driving while intoxicated, among numerous other charges.

The Stephenville Police are working around the clock on this investigation, Halsey reported Friday morning.

“We don’t have a lot of information to give out at this time as this is an ongoing investigation and I’ve got officers working around the clock on this,” he said. “It is a joint investigation with the Texas DPS. They are investigating the accident and Stephenville PD is working the charges against Mr. Bulman.”

Family members of Govea say they appreciate all the thoughts and prayers from the community as they rally around her during this time.
