Both parents were members of pioneer families of the area settling there shortly after the Civil War. After completing high school in Iredell, she attended Tarleton State University when it was just a junior college and then worked for AT&T in Fort Worth. During that time, she met her husband, Oakley H. Sloter of Illinois, a Marine stationed at Dallas Naval Air Base. They met at a USO gathering.

They were married in East Hartford, Connecticut. After WWII, the Sloters and their two daughters, Mary Jacque and Jerry Sue, moved to Illinois where Oakley resumed working for Caterpillar Tractor Company. Over the next 50 years she was involved in her Baptist church, Child Evangelism Fellowship, and served on the Sunday School Board of the Southern Baptist Church. The Sloters moved several times as they were transferred by Caterpillar, including 3 years in Brazil.

After retirement, they lived in Pharr, Texas, and Stephenville. During this time Oakley and Charlene served as lobbyists for TANE (Texas Alcohol and Narcotics Education) in the Texas Legislature and served in various roles in the First Baptist Church of Pharr and Stephenville and later at Rocky Point Baptist Church in Stephenville. Through all these years she was a Christian witness and sought to reflect Christian values in all that she did.

She is survived by her daughters, Mary Jacque Northup and husband, Terry, and Jerry Sue Wicherts. Her husband, Oakley H. Sloter, passed away in 2005.
