He was born on October 19, 1940, in Anson, Texas, to Roscoe Ivan and Ethyl Pearl Bearden Snell. On August 16, 1963, he was united in marriage to Katheryn Gail Summers in the First Baptist Church of McCamey, Texas. Jack was a United States Navy Veteran, retiring in 1979, as a Chief Petty Officer, after twenty years of dedicated service to his country. Although he spent much of his time aboard ships working on aircraft radar systems, he remained a loving and devoted husband and father. Jack loved to pass on the knowledge and experience he had gained in the Navy, which made him an excellent teacher, and, after retiring from the Navy, he taught Electricity, Air Conditioning and Refrigeration at Cisco Junior College in Rankin, in Upton County. He was a man of action and was never idle. He worked for Hobart Sales and Service in Abilene, and, together with his wife, Katheryn, owned and operated a Pizza and Hamburger Joint in Rankin as well as a Buy, Sell, and Trade shop. Jack also served as Mayor, and City Councilman, for the City of Rankin.

He is survived by his wife of almost fifty-seven years, Katheryn Snell of Gustine; daughter, Carolyn Wellborn, and husband Ronald of Abilene; sons, Billy Jack Snell, and wife Susan of Highland, Utah, and Ivan Kirk Snell, and wife Jennetta of Mexia; nine grandchildren: Zackery Shahan, Kyra Juliano, Stephanie Thigpen, Tabitha Shahan, Braden Snell, Paul Snell, Steven Snell, Wendell Snell, and Jade Snell; eight great-grandchildren; brother, Charles Bob Snell and wife Glenda of Sidney; sisters, JoAnn Woodard of May, and Freda Whisenant of Lamesa; and numerous nieces, and nephews.
