Judy Miller gave the green light to this apartment building for a building permit and then is alleged to have changed her story. In Bridges email to the city he wrote Miller first said she gave approval of the project. Later in front of City Attorney Randy Thomas, Bridges claimed the story changed to Public Works Director Nick Williams gave the okay. Williams denied giving permission for the project to move forward.
