Tarleton State Names Dr. W.F. “Frank” Owsley Interim Dean of College of Agriculture and Natural Resources

STEPHENVILLE — Dr. W.F. “Frank” Owsley has been named Interim Dean of Tarleton State University’s College of Agriculture and Natural Resources, effective Aug. 1.

A national search for a permanent dean will take place during the upcoming academic year.

Since arriving at Tarleton State in 2015, Dr. Owsley has filled roles including Department Head and Professor in the Department of Animal Science and Associate Dean of the College of Agriculture and Natural Resources.

“We are grateful to Dr. Owsley for graciously agreeing to serve in this position,” said Dr. Diane Stearns, Tarleton State Provost and Executive Vice President for Academic Affairs. “His wealth of knowledge will be a valuable resource for the College of Agriculture and Natural Resources during this transition, and I am confident that he will excel in this role.”

Before his time at Tarleton State, Dr. Owsley spent 25 years at Auburn University. He has also held positions at the University of Georgia, Texas Tech University and Texas A&M University.

Additionally, he is heavily involved with numerous professional and industry affiliations, including the American Society of Animal Science, the Texas Cattle Feeders Association, the National Cattlemen’s Beef Association and the American Water Resources Association.

Dr. Owsley earned a bachelor’s degree in animal science and a master’s degree in animal nutrition from Texas A&M. His Ph.D. in agriculture is from Texas Tech.

“I am deeply committed to the continued success and stability of our college and university during this period of transition,” said Dr. Owsley. “Having served in leadership roles within the college, I understand both the operational needs and the importance of preserving our academic mission and culture. I see this opportunity not just as a temporary appointment, but as a vital responsibility to maintain momentum, support students, faculty and staff, and prepare the college for its next chapter under permanent leadership.”

Current College of Agriculture and Natural Resources Dean Dr. Barry Lambert has been appointed Tarleton State’s Associate Provost and Associate Vice President for Retention and Persistence. His new role will also begin Aug. 1.
