Two dead after overnight crash near high school

STEPHENVILLE (July 25, 2015 – UPDATE at 1:30 p.m.) — Ty Cody Rhine, 23 of Stephenville, and Ryan E. Southey, 24 of Scottsdale, Arizona, were killed in a two-vehicle accident at the intersection of Overhill Drive and the Northwest Loop overnight.

As reported first on The Flash, the accident occurred just before midnight Friday night and kept first responders busy for several hours.

According to Sr. Trooper Dub Gilliam with the Texas Department of Public Safety, at 11:51 p.m Friday, a 2010 Ford F-150 driven by Carl L. Garrett, 69 of Dublin, was traveling east on FM 988 when it impacted a 1990 Ford F-150 that was parked partially in the eastbound lane. Garrett was transported to Texas Health Harris Methodist Hospital in Stephenville where he was treated for his injuries and released.

“Mr. Garrett was headed to work (Doughnut Shop) and did not see the truck that was halfway parked in the roadway,” Gilliam reported Saturday afternoon. “The rear tail  lights may have been on (or amber flashing hazard lights) but it is unclear how bright they were on the 1990 truck.”

Officers on scene said the two occupants of the vehicle were changing a flat right rear tire when the accident occurred. They appeared to be lowering the spare tire when the impact caused both to suffer fatal injuries.

Rhine was pronounced dead at the scene and taken to Stephenville Funeral Home, while Southey was taken to John Peter Smith Hospital in Fort Worth where he was pronounced dead at 1:27 a.m.

DPS Trooper Chance Ensminger was assisted in the investigation by Trooper A. Constancio, Trooper Robert Bradshaw and the Stephenville Police Department. DPS officials said no charges have been filed at this time.
