ERATH COUNTY (January 23, 2017) – The case against a Dallas area business man charged with theft and forgery is expected to be presented to an Erath County jury on Tuesday.

Argel Cital, 30, who has a long list of aliases, was indicted in August of last year on two counts of felony theft and two counts of forgery.

Jury selection in the case was ongoing at lunchtime on Monday and officials said the trial would most likely not begin until Tuesday morning.

Cital reportedly blew into Erath County shortly after tornadoes touched down across the county in late April 2015 and pelted parts of Dublin and Stephenville with damaging winds and huge hail stones.

According to his LinkedIn profile, divine intervention led Cital down his chosen career path.

“God led me to see what I believed to be an underserved market in north Texas for a reputable storm and catastrophe restoration company that focused on the Latino market,” the profile for the CEO of Aztec Construction Group says. “Since then we have not only dominated the North Texas Latino Market, but become one of the leading and most reputable storm reconstruction companies in North Texas, with thousands of satisfied clients and one of the Best reputation for quality and customer satisfaction.”

But, according to some of his customers, Cital was working to line his pockets with their hard earned money while filling their heads with false claims.

Cital was arrested last March following claims from Dublin homeowners that he took their money and ran. His alleged victims said Cital required cash advances to purchase supplies for repairs to their storm damaged homes, but never returned to complete the work.

Shortly after his March 2016 arrest, Better Business Bureau (BBB) of Fort Worth and Tarrant County, Inc. issued a consumer alert about Aztec Construction Group, stating Cital had been accused of similar practices across North Texas.

BBB reportedly opened an investigation against Aztec Construction Group in January 2016 after an “increased number of inquiries for the year 2015,” referencing complaints about contracts and refund issues.

The investigation linked Cital to a list of other businesses, including Aztec Restoration, Inc., Storm Savers, Estudio Salon, Aztec Environmental Restoration and Aztec Roofing & Restoration.

BBB files indicate that this business has a pattern of complaints concerning contract and refund issues.
“Complainants allege difficulty in obtaining a full refund for the paid services they agreed to due to the business never rendering services,” the BBB website states. “Complainants state that after meeting with Aztec Construction Group and a start date was chosen and payment was made in full (i.e. insurance check, deposit or payment in full) the business never showed up as scheduled….”

BBB conducted an industry comparison study, which revealed Cital’s company was one of the area’s most complained about, with 24 customer complaints since November 2014 and 868 inquiries the following year.

WFAA reported, about the same time he was allegedly bilking Dublin residents of their hard-earned cash, he was also allegedly swindling unsuspecting residents and business owners in Benbrook and Sanger whose properties were damaged by the same storm system.
